A person will learn what they need to do in order for the aversive stimulus be eliminated - if this behavior is something beneficial, then positive change occurs; however it often requires an ongoing intervention and a constant presence of someone that ensures desirable actions are rewarded whereas punishments only work during specific instances (unless you have a professional or authority enforcing them).

The idea behind reinforcement vs. punishment seems to also rely on whether the individual has control over their own behavior - if they can easily change what they're doing then positive reinforcements like encouragement and rewards will be more effective, while negative ones are less likely for individuals who can't see ways of altering things.
